Limited active civic engagements of individuals are involved in the data collection, production, and representation.

This formation of data publics is reactionary and serves the purpose of enabling disadvantaged and underrepresented communities to reclaim political power in configuring their own data publics.

It emphasizes the strategic use of data to benefit the political and social emancipation of communities in counter to data misrepresentation and extractive data publics.
